Strategic Partnership Memorandum Signed Between NeutraDC and Ishikari Renewable Energy Data Center No.1

Aiming to Expand Digital Infrastructure and AI Computing Business in Singapore, Indonesia, and Ishikari, Hokkaido

 

Ishikari Renewable Energy Data Center No.1 has signed a memorandum of understanding (MOU) with NeutraDC (Singapore Office: 1 HarbourFront Avenue, Keppel Bay Tower, Singapore) to connect Hokkaido Ishikari, Indonesia and Singapore, the network hub of Asia, and provide digital infrastructure that enables service deployment across all three markets for users of Ishikari Renewable Energy Data Center No.1. The aim is to attract pool of Data Center tenants and GPU users from Singapore and Indonesia to Hokkaido Ishikari.

Main Points of the MOU:

  • NeutraDC will provide colocation services at its data centers in Singapore and Indonesia for users of Ishikari Renewable Energy Data Center No.1.
  • Ishikari Renewable Energy Data Center No.1 will support the installation of NeutraDC Singapore’s network POP (Point of Presence) within its facility via the All-Photonics Network (APN) Innovative Optical and Wireless Network (IOWN), which will open between Hokkaido Ishikari and Tokyo Otemachi in August 2026. The goal is to enable the use of Neutra Connect between Singapore, Indonesia and Hokkaido Ishikari.
  • NeutraDC regards Hokkaido as a strategic entry point for Japan, supported by the region's strong renewable energy ecosystem and conducive policy environment. Ishikari Renewable Energy Data Center No.1 will support NeutraDC’s consideration of using its own data halls and also assist in exploring new data center business in the RE100 zone in the Ishikari New Port area.
  • NeutraDC and Ishikari Renewable Energy Data Center No.1 will jointly develop and promote cross-border GPU-as-a-Service (GPUaaS) business by combining their strengths. NeutraDC will take a leading role in GPU system architecture and the construction and operation of AI computing services, aiming to offer Neutra Compute in Hokkaido Ishikari. Ishikari Renewable Energy Data Center No.1 will provide and support infrastructure construction and customer development for implementation. Both companies will realize end-to-end cross-border GPU services connecting Singapore, Indonesia and Ishikari City, Hokkaido, enabling low-latency GPU workload aggregation, secure network access for customers, and redundant network routing design.
  • Both parties look forward to the continued leadership and support from the Hokkaido Government to achieve these goals. NeutraDC expresses its gratitude for the Hokkaido Government’s efforts and support since the business meeting in Singapore hosted by the Hokkaido Government in February 2025 and the subsequent visit to Ishikari in March of the same year. Strong leadership and strategic deployment by the Hokkaido Government are expected to continue.

New networks can be built within 24 hours, reducing data transfer costs by up to 30%. Key benefits include instant service provisioning on a single platform, bypassing the public internet, and protecting data with edge security (SASE). It connects to over 1,000 data centers, telecom operators, and partners, and provides one-hop connectivity to major cloud providers.

Neutra Compute is a GPU-as-a-Service (GaaS) provided by NeutraDC using high-performance GPUs from NVIDIA and AMD. It offers the speed, scalability, and intelligence needed for companies to drive innovation and supports enterprise AI innovation.

Overview of Ishikari Renewable Energy Data Center No.1

Scheduled to open in April 2026, supported by a grant from the Ministry of Internal Affairs and Communications’ “FY2021 Digital Infrastructure Development Fund Project” and the Information and Communication Network Industry Association of Japan (CIAJ). The project is led by Tokyu Fudosan Holdings Corporation, Flower Communications Inc., and Agility Asset Advisors Inc., with design and supervision by Asai Ken Architectural Research Institute and construction by local general contractor Nakayama Corporation. The data center will have a total floor area of 11,093 m² (planned), a power receiving capacity of 15 MW, and 1,140 racks. 

Overview of NeutraDC

NeutraDC is a brand of PT Telkom Data Ekosistem, a subsidiary of Telkom Indonesia. Across Indonesia and Singapore, NeutraDC operates a total of 34 data centers, comprising five enterprise data centers and two hyperscale data centers compliant with Tier III and Tier IV standards, as well as 26 edge data centers distributed across Indonesia. In addition, NeutraDC is currently developing a new hyperscale data center in Batam, Indonesia.
